  Stem Spacer
 
  Chopper stems usually have a 1 1/8" diameter hole to go onto a fork steering tube that is 1 1/8". 
But if your fork steering tube is only 1" diameter then you will need a spacer to fill in the gap space.
The solution for this is to use a stem spacer.
